Major residential rollouts across Abu Dhabi and Dubai this year
DUBAI – The United Arab Emirates significantly expanded its citizen housing initiatives in 2025, rolling out large-scale federal funding packages and emirate-level projects aimed at strengthening family stability, improving living standards and ensuring long-term housing security for Emiratis.
Structured as a combination of grants, financing schemes, community developments and affordability-focused policies, the year’s housing measures reflected a coordinated national approach across federal authorities and local governments.
Federal housing decisions
At the federal level, the Cabinet approved 3,567 housing support decisions during 2025, with a total value of Dh2.546 billion. Of this amount, nearly Dh478 million was allocated in the final quarter of the year.
The approved support covered a mix of residential financing, government housing grants for low-income families, and housing loans facilitated through cooperation with national banks. The funding formed part of the UAE’s broader national housing programme designed to provide suitable housing options across different income groups.
Senior Citizens coverage
The Ministry of Energy and Infrastructure introduced a targeted programme during the year to strengthen financial security for senior citizens benefiting from housing support.
The initiative secured funding for approved housing decisions by extending insurance coverage up to the age of 95, including protection in cases of death or total permanent disability. The programme prioritised elderly beneficiaries, ensuring continuity of housing support and long-term financial safeguards.
Abu Dhabi community projects
In Abu Dhabi, authorities signed development agreements for 13 new residential communities with a combined value of Dh106 billion. The projects are set to deliver more than 40,000 homes and land plots by 2029, forming one of the largest planned housing expansions in the emirate.
To support existing homeowners, Abu Dhabi also introduced new financial facilities during the year. These included a community support subsidy of Dh250,000, automatically and retroactively deducted from housing loans of up to Dh1.75 million, alongside an extension of repayment periods to 30 years.
Total housing benefits issued by Abu Dhabi in 2025 reached Dh15.384 billion, benefiting over 10,700 citizens through loans, grants and housing support programmes.
Dubai housing rollouts
Dubai announced multiple housing initiatives in 2025, with projects valued at Dh5.4 billion, including the construction of 3,004 new homes across the emirate.
An additional Dh2 billion housing package was approved to deliver 1,100 residential units in Wadi Al-Amardi, Al Aweer, Hatta and Oud Al Muteena, expanding housing availability in both urban and suburban areas.
The emirate also launched an affordable housing initiative aimed at employees in key and strategic sectors. The first phase of the programme is expected to deliver 17,000 housing units, reinforcing Dubai’s focus on workforce stability and long-term residency solutions.
Sharjah land grants
In Sharjah, the Executive Council approved 3,500 land grants during the year. The allocations were evenly divided between residential plots and investment plots, supporting both housing needs and citizen-led economic activity within the emirate.
